Transition period? Two! The window officially opened


The implementation of the National VI emission standards has become the top priority for the automotive industry this year. Its implementation process is related to the entire industry chain of the entire industry, from component suppliers to vehicle companies, from R&D and testing to production and sales, it can be said to affect the whole body.


According to the "Announcement on Adjusting the Relevant Requirements for the Implementation of the National Sixth Emission Standard for Light-Duty Vehicles" issued by the Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, the Ministry of Commerce, and the General Administration of Customs on May 14, 2020, the prohibition To produce light-duty vehicles with National V emission standards, imported light vehicles shall meet National VI emission standards.


The focus of the interpretation of the formal implementation of this announcement is not at this time node, but on the transition period specified in the announcement. It marks that the industry has been calling for the establishment of a transitional period for the implementation of the national six emission standards for light vehicles has officially entered the implementation stage. At the same time, it is also a joint release of the "Measures for Stabilizing and Expanding Automobile Consumption" issued by 11 departments including the Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Finance. The “Notice” on the further concrete implementation of “adjusting the relevant requirements for the implementation of the National Sixth Emission Standard”. That is, for light-duty vehicles produced before July 1, 2020 (the date of uploading the motor vehicle certificate) and imported (the cargo import certificate is marked with the date of arrival), a 6-month sales transition period will be added, January 1, 2021 A few days ago, all areas in the country that have not yet implemented the National VI emission standards (Liaoning, Jilin, Heilongjiang, Fujian, Jiangxi, Hubei, Hunan, Guangxi, Guizhou, Yunnan, Tibet, Gansu, Qinghai, Ningxia, Xinjiang and other provinces, as well as Shanxi , Inner Mongolia, Sichuan, Shaanxi and other provinces have announced that they have implemented sales and registration in areas other than the National VI emission standards. At the same time, the number of particulate matter (PN limit) of the National VI emission standards for light vehicles is 6.0×10¹²/km. The deadline for the transition period will be adjusted from July 1, 2020 to January 1, 2021. From January 1, 2021, the PN limit of all light-duty vehicles produced and imported to the National VI emission standard shall meet the requirement of 6.0×10¹¹ units/km.


Although the degree of attention remains high, the implementation of the National Sixth Standard has been so confusing for ordinary consumers. Different models, different regions, and different stages, the implementation time is different, such as falling among the flowers. In fact, "this wave" of six national vehicles is related to M1, M2, and N1 vehicles under 3.5 tons, that is, only for passenger cars, pickup trucks, light buses (parts), micro trucks (parts), light trucks (parts).者 related.


Putting it together carefully, on December 23, 2016, the Ministry of Ecology and Environment and the State Administration of Quality Supervision issued the "Light Vehicle Pollutant Emission Limits and Measurement Methods (China Phase 6)" (GB 18352.6-2016) standard and formulated National 6a The National VI standards for light vehicles will be implemented in the two phases of He Guo 6b. According to the standard requirements, starting from July 1, 2020, all light vehicles sold and registered shall meet the requirements of the standard country 6a stage. From July 1, 2023, all light vehicles sold and registered should meet the standard country 6b requirements .


But this execution rhythm was re-planned in 18 years. On June 27, 2018, the State Council formally issued the "Three-Year Action Plan for Winning the Blue Sky Defense War", requiring that from July 1, 2019, key areas (Beijing-Tianjin-Hebei and surrounding areas, Yangtze River Delta, Fenwei Plain), The Pearl River Delta and Chengdu-Chongqing regions implemented the National VI emission standards ahead of schedule. Subsequently, the various places involved in the document also issued supporting documents to implement the National Sixth Standard in advance.


In the key areas that implemented the National VI standard in advance on July 1, 2019, the PN limit for National VI products is 6.0×10¹²/km, and the transition period is until July 1, 2020.


This arrangement was once again disrupted by the sudden outbreak of new crown pneumonia in the first half of this year. In the first quarter, due to the epidemic, the production of many companies was greatly affected, and the pace of design and R&D work was generally disrupted. Subsequently, the China Association of Automobile Manufacturers took the lead in submitting the "Impact of the New Coronary Pneumonia Epidemic on the Implementation of the Sixth National Standard for Light Vehicles and Suggestions", which became the industry's voice for a while.


To this end, on April 9, at a press conference held by the Joint Prevention and Control Mechanism of the State Council, Wu Xianfeng, deputy director of the Department of Atmosphere of the Ministry of Ecology and Environment, stated on the issue of National VI emissions that the spread of the epidemic has spread to the global automotive industry and affected Domestic new car parts supply, new car product certification and sales of stock cars. For this reason, the Ministry of Ecology and Environment is considering delaying the implementation of the National Sixth Emission Standard in areas where the national emission standards have not yet been implemented. On April 29, the "Notice on Several Measures to Stabilize and Expand Automobile Consumption" issued by the eleven departments further clarified the adjustment of the implementation time of the National VI emission standards.


The window time is limited and all parties need to work hard

The advent of the transitional period gives the automobile industry, which is struggling under the National VI baton, a valuable respite. However, the window is fleeting, and all parties urgently need to allocate resources reasonably to make preparations.


"This period of transition is hard-won, and companies should cherish it. In the first half of this year, there was a crisis due to the impact of the epidemic, and the pace of production and sales slowed down, but R&D preparations should not be reduced. We must seize this time window, attach importance to technology accumulation, and continue to update and iterate. In addition to the advance layout of product research and development, the coordination of the industrial chain also deserves the attention of all enterprises. Be prepared to meet greater challenges." said Shi Jianhua, deputy secretary general of the China Association of Automobile Manufacturers.


The National VI emission standards put forward higher requirements for the independent controllability of key components in my country. It is a big test for the preparation and planning of vehicle manufacturers, and it is more vulnerable than ever in the circulation field due to the decline in sales. The sales network is under extreme pressure. And because many popular models are blocked by the standards, the National VI emission standards have also brought greater uncertainty to the parallel import market that grew against the trend last year.


In May, my country’s automobile production and sales were 2.187 million and 2.194 million, an increase of 4.0% and 5.9% from the previous month. Among them, passenger vehicle sales were 1.674 million, an increase of 7% year-on-year. Both sales in May and their year-on-year growth rate were the highest this year. The transition period of the National Sixth Standard has undoubtedly played a role in escorting the auto market that has just recovered from the epidemic.


Looking back on the bumpy course of the implementation of the National Sixth Emission Standard for light vehicles, industry experts said that China’s auto industry is committed to environmental protection and energy conservation and emission reduction.
