The "Decision on Amending the "Measures for the Parallel Management of Average Fuel Consumption of Passenger Car Companies and New Energy Vehicle Credits"" has been deliberated and approved at the 15th ministerial meeting of the Ministry of Industry and Information Technology on April 23, 2020, and was approved by the Ministry of Finance, The Ministry of Commerce, the General Administration of Customs, and the State Administration for Market Supervision and Administration have deliberated and agreed, and are hereby promulgated, and will come into force on January 1, 2021.

Decision on revising the "Measures for the Parallel Management of Average Fuel Consumption of Passenger Car Companies and New Energy Vehicle Credits"


In order to meet the needs of the development of my country's energy-saving and new energy automobile industry, the Ministry of Industry and Information Technology and other relevant departments have decided to make the following amendments to the "Measures for the Parallel Management of Average Fuel Consumption of Passenger Car Companies and New Energy Automobile Credits":


1. The third paragraph of Article 4 is amended to read: "Traditional energy passenger vehicles referred to in these Measures refer to passenger vehicles that can burn gasoline, diesel, gas fuel or alcohol ether fuel, other than new energy passenger vehicles. Cars (including non-plug-in hybrid passenger cars)."

One paragraph is added as the fourth paragraph of Article 4: "The term "low fuel consumption passenger vehicles" in these Measures means that the comprehensive fuel consumption does not exceed the corresponding vehicle fuel consumption target in the "Passenger Vehicle Fuel Consumption Evaluation Methods and Indicators" The product of the value and the company’s average fuel consumption requirement for the accounting year (the calculation result is rounded to two decimal places)."


2. The first paragraph of Article 12 is amended to read: "Domestic passenger car manufacturers that have an accounting annual production volume of less than 2,000 vehicles and maintain independent production, R&D, and operation, and import volume of less than 2,000 vehicles that are produced overseas Imported passenger car suppliers authorized by the enterprise have relaxed the requirements for the average fuel consumption points of their enterprises:

(1) From 2016 to 2020, if the average fuel consumption of an enterprise has dropped by more than 6% compared with the previous year, its compliance value shall be based on the average fuel consumption requirements of the enterprise specified in the "Passenger Vehicle Fuel Consumption Evaluation Methods and Indicators" Relax by 60%; if it drops by more than 3% but less than 6%, its compliance value will be relaxed by 30%;

(2) From 2021 to 2023, if the average fuel consumption of an enterprise drops by more than 4% compared with the previous year, the compliance value shall be based on the requirements of the average fuel consumption of the enterprise specified in the "Passenger Vehicle Fuel Consumption Evaluation Methods and Indicators" Relaxation of 60% on the upper limit; if it falls by more than 2% but less than 4%, the compliance value will be relaxed by 30%;

(3) The accounting requirements for 2024 and beyond will be separately announced by the Ministry of Industry and Information Technology. "


3. Article 16 adds a paragraph as the second paragraph: "The production or import volume of low-fuel-consumption passenger vehicles in traditional energy passenger vehicles shall be calculated in accordance with the following provisions:

(1) In 2021, 2022, and 2023, the production or import volume of low-fuel consumption passenger vehicles shall be calculated at 0.5 times, 0.3 times, and 0.2 times the number respectively;

(2) The calculation multiple of the production volume or import volume of low fuel consumption passenger vehicles in 2024 and subsequent years shall be separately announced by the Ministry of Industry and Information Technology. "


4. The second paragraph of Article 17 is amended to read: "The requirements for the percentage of new energy vehicles in 2019, 2020, 2021, 2022, and 2023 are 10%, 12%, 14%, 16%, and 18 respectively. %. The point ratio requirements for new energy vehicles in 2024 and beyond will be announced separately by the Ministry of Industry and Information Technology."


5. The second paragraph of Article 22 is amended to read: "The positive points for new energy vehicles of passenger car companies can be freely traded in accordance with these Measures, and carried forward in accordance with the following provisions, and the carry forward period of validity shall not exceed three years:

(1) The positive points for new energy vehicles in 2019 can be carried forward in equal amounts for one year;

(2) The positive points for new energy vehicles in 2020 will be carried forward at a rate of 50% for each carry-over;

(3) If the actual value of the average fuel consumption of passenger car companies in 2021 and later years (only traditional energy passenger cars are accounted for) and the standard value is not higher than 123%, the positive points for new energy vehicles produced in the current year are allowed Carry-over, for each carry-over, the carry-over ratio is 50%. The positive points for new energy vehicles produced by passenger car companies that only produce or import new energy vehicles are carried forward at a rate of 50%. "

One paragraph is added as the fourth paragraph of Article 22: "The Ministry of Industry and Information Technology may decide to extend the compensation period and adjust the positive points carryover ratio for new energy vehicles in 2020 based on the development of the automobile industry."


6. Amend Article 23 to read: "Passenger vehicle enterprises that have one of the following relationships are affiliated enterprises specified in the first paragraph of Article 22 of these Measures:

(1) Domestic passenger vehicle production enterprises and other domestic passenger vehicle production enterprises whose direct or indirect shareholding totals more than 25%;

(2) Domestic passenger car manufacturers that are both directly or indirectly held by a third party with a total shareholding of more than 25%;

(3) An imported passenger car supplier authorized by an overseas passenger car manufacturer, a domestic passenger car manufacturer that directly or indirectly holds more than 25% of the shares of the overseas passenger car manufacturer, and a direct or indirect share A domestic passenger car manufacturer whose total shareholding of the overseas passenger car manufacturer exceeds 25%. "


7. Amend Article 27 to read: "Passenger car companies' negative points for new energy vehicles shall be compensated for by new energy vehicle positive points."


8. One paragraph is added as the second paragraph of Article 28: “The Ministry of Industry and Information Technology may decide based on the development of the automobile industry to determine that passenger car companies use the positive points of new energy vehicles generated in 2021 to compare the new energy generated in 2020. The car’s negative points are compensated."


9. Amend "General Administration of Quality Supervision, Inspection and Quarantine" in Articles 3, 21, 31 and 32 to "General Administration for Market Supervision".


10. Amend the fifth paragraph of Article 32 to read: "The General Administration of Market Supervision shall be responsible for checking the parameters of imported new energy passenger vehicles and the fuel consumption of imported passenger vehicles that have obtained compulsory product certification."


11. Amend Annex 2 "Calculation Method of New Energy Passenger Vehicle Model Points" to:


In addition, individual texts are modified accordingly.


This decision will come into effect on January 1, 2021. The "Measures for the Parallel Management of Average Fuel Consumption of Passenger Car Companies and New Energy Vehicle Credits" (Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Commerce, General Administration of Customs, General Administration of Quality Supervision, Inspection and Quarantine Order No. 44) will be revised and re-announced accordingly.
