1. General requirements

2. Break down market access barriers and maintain fair competition order
Reasonable establishment of qualification conditions, no restrictive thresholds for private enterprises to participate in the construction and operation of transportation infrastructure in any form, no restrictions on private enterprises from participating in project bidding on the grounds that the construction company must establish a subsidiary in the place of construction, and no obvious mention in the bidding documents Qualifications, performance, awards and other requirements that exceed project characteristics and actual needs.
